Dr. Charles Capone

Director, FHA Office of Risk Assessment
Dr. Capone is Director of the Office of Risk Assessment within FHA, serving under the new Deputy Assistant Secretary for Risk Management and Regulatory Affairs, Robert Ryan. In this capacity, Dr. Capone is FHA’s Chief Economist, overseeing the monitoring and measuring of performance and financial valuations for all FHA insurance programs. He has been in the Federal Career Service since 1991, serving at HUD, the Office of Federal Housing Enterprise Oversight (now the Federal Housing Finance Agency), and the Congressional Budget Office.
Before coming to Washington, DC, in 1991, Dr. Capone was on the faculty of the Hankamer School of Business at Baylor University in Texas. He holds both master and doctoral degrees in economics from the University of Virginia, and he has to his credit many published articles in academic journals. His work in the 1990s on mortgage default workouts and re-default risk has taken on new prominence as researchers throughout government and academia attempt to understand how the current financial crisis may play out.
